In this position, the Contract Specialist works with State and Federal programs in collaboration with our local government partners throughout our eight-county District.
With the essential support of financial management in a rapidly expanding border District, TxDOT is designing, building, and maintaining the roadway/bridge infrastructure serving the citizens of Texas.

Salary Grade for each position level Contract Specialist I B15, $35,976 - $$55,045 Contract Specialist II B17, $39,976 - $61,399 The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.

Performs contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts.
Work requires extensive contact with division and district personnel.
Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Contract Specialist II:
Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts.
Work requires extensive contact with governmental officials , division and district personnel.
Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties:
Contract Specialist I:
Develops, writes, revises and prepares complex contracts, amendments, procedures, forms, related documents and provisions Ensures contracts are payable and meet all legal requirements.
Executes agreements and contracts.
Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics and specific contracts including procurement documents and revisions; writes routine and unique correspondence.
Meets with project managers to identify objectives, needs and issues concerning project contracts.
Monitors, updates and reconciles accounts and contracts in an automated information management system to include Financial Information Management System (FIMS) and Budget Monitoring Systems and PS-CAMS Researches state and federal statutes and opinions, Department policies and previous contracts.
Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.
Sets up expenditure authorizations Performs other job responsibilities as assigned.
Contract Specialist II:
Develops, writes, revises and prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
Ensures contracts are payable and meet all legal requirements, executes agreements/contracts and Reviews compliance of minority participation goals in consultant contracts.
Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics and specific contracts including procurement documents and revisions; writes routine and unique correspondence.
Meets with project managers to identify objectives, needs and issues concerning project contracts.
Monitors, updates and reconciles accounts and contracts in an automated information management system to include Financial Information Management System (FIMS) and Budget Monitoring Systems and PS-CAMS Reviews, interprets and clarifies statutes, regulations, standard policies and procedures to ensure compliance with Department and governmental regulations.
Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.
Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
Performs other job responsibilities as assigned.

Qualifications:
Education:
Bachelor's Degree in Business Administration, Finance or related field.
Relevant work experience may be substituted for degree on a year per year basis.

Related graduate level education may be substituted for experience on a year per year basis.
Contract Specialist II 2 years in contract administration, administrative support, bookkeeping or accounting.

Licenses and Certifications:
Valid driver's license at the time of application.
This position requires driving a state vehicle.
